Which licence and permit does a content creator or influencer need in the UAE?

Key takeaways

  • Federal Decree-Law 55 of 2023 on media regulation applies to all persons, media establishments and media free zones that practise media activities in the UAE.
  • The National Media Authority, established by Federal Decree-Law 11 of 2025, replaced the UAE Media Council and licenses media activities including in free zones.
  • The National Media Authority's permit for individuals publishing advertising or media content lists a commercial licence among the required documents and is free for the first three years, then AED 1,000.
  • A separate visitor permit costs AED 500, lasts three months (up to six with extensions) and is applied for through a licensed UAE advertising agency.
  • The media law allows administrative fines from AED 1,000 to AED 1,000,000, doubled for a repeat violation up to AED 2,000,000.
  • Several free zones publish media or freelance licences for creators; the advertiser permit is separate from the zone licence.
On this page

A content creator who publishes paid or promotional content from the UAE deals with two separate approvals. The first is a business licence: a free zone media licence, a freelance permit or a company. The second is the advertiser permit issued by the National Media Authority to individuals who publish advertising or media content on social media and other digital platforms. The Authority's service page lists a commercial licence among the documents for that permit. Both sit under Federal Decree-Law 55 of 2023 on media regulation, which applies to media activity anywhere in the UAE, including free zones.

Which licence suits a creator

Free zones publish several routes for creative work:

  • A freelance permit or sole-practitioner licence, issued to you as an individual for a defined activity list. Dubai Media City's GoFreelance package, shared with Dubai Internet City, d3 and Dubai Knowledge Park, covers freelancers in media, tech, education and design.
  • A media licence for a company, for studios, agencies or creators who want a separate legal entity that can hire staff and add activities.
  • Zone-specific creator offers. Fujairah Creative City, for example, states that creators need both a trade licence and an e-media licence from the UAE Media Council, whose functions have since passed to the National Media Authority. It offers freelancer packages for solo professionals and says a single licence can cover several related activities.

The media law

Federal Decree-Law 55 of 2023, in force since 1 December 2023, applies to "all persons, media establishments and institutions, media outlets and media free zones" that practise media activities in the UAE (Article 2). It defines an advertisement as content shown to the public to market a product or service, "for or without compensation".

For free zones, Article 6 says:

  • the Competent Authority issues licences or permits for media activities in free zones;
  • the licensed activity must be practised within the free zone's boundaries, and federal law and regulations apply to media activity outside them;
  • licensees must keep to the activities in their licence and renew on time.

On advertising, Article 20 requires all advertisers to state clearly in all advertising material that it is advertising. The Executive Regulation (Cabinet Resolution 68 of 2024, Article 33) adds that:

  • advertisements must be clearly identified and separate from other content;
  • an advertiser who endorses a product or service must clearly disclose any financial return from a commercial relationship with its owner;
  • advertisements must not contain misleading claims or promote alcohol, narcotics or tobacco;
  • real estate, medical and health, securities and financial, education and food advertisements need approval from the relevant authority.

The regulator

The UAE Legislation portal reported on 18 December 2025 that a new Federal Decree-Law had established the National Media Authority. The Authority replaces the UAE Media Council, the National Media Office and the Emirates News Agency (WAM) in their functions, rights and obligations. The Authority's own site gives the law as Federal Decree-Law 11 of 2025. Its FAQ states that it regulates and licenses media outlets and media activities in free zones. Older zone pages and guides may still refer to the UAE Media Council.

The advertiser permit

The National Media Authority publishes a permit for an individual to provide advertising or media content on social media, websites and other digital platforms, paid or unpaid. Its service page lists:

ItemAs published
ConditionsGood conduct with no felony or dishonesty conviction unless rehabilitated; content that complies with media content standards; completion of the regulator's training programme; no previously cancelled permit; no outstanding financial obligations to the Authority
DocumentsDigital ID, passport, personal photo, commercial licence
FeeFree for the first three years; AED 1,000 after that
ProcessingThree working days

For visitors, the Authority publishes a separate permit: the applicant must be at least 18 and of good conduct, the fee is AED 500, and the permit lasts three months and can be extended to a total of six. The application goes through a licensed advertising agency in the UAE.

The service pages do not state the validity period of the resident permit, exemptions or a compliance deadline. Confirm these with the National Media Authority before you start publishing.

Penalties

Article 23 of the media law provides for these administrative sanctions:

  • a warning;
  • an administrative fine of AED 1,000 to AED 1,000,000, doubled for a repeat violation up to AED 2,000,000;
  • closure of a violating establishment for up to six months, renewable;
  • cancellation of licences, permits and approvals.

Cabinet Resolution 42 of 2025, in force since 29 May 2025, applies these sanctions to individuals and establishments "including its free zones". It sets the fine for each violation in an annexed table and doubles it if the same violation is repeated within a year. A person penalised can file a grievance within 15 days of being notified.

Questions to settle before you publish

  • Does the zone licence name the activities you will carry out, such as content creation, social media advertising or production?
  • Will you work alone, or do you need a company that can hire staff and invoice in its own name?
  • Have you applied for the advertiser permit, and completed the regulator's training?
  • Do any of your sponsors' products need approval from another authority before you advertise them?

Where the answer depends on your circumstances, ask the National Media Authority or a lawyer licensed in the UAE.

Questions worth asking

Is a free zone licence enough to post paid content?

Not on its own. The National Media Authority issues a separate permit for individuals who publish advertising or media content on social media, websites and other digital platforms, paid or unpaid. Its service page lists a commercial licence among the documents, alongside a digital ID, passport and personal photo.

How much does the advertiser permit cost?

The National Media Authority's service page states that the permit for individuals is free of charge for the first three years and AED 1,000 after that, with three working days to process. The visitor permit costs AED 500.

Can a visitor advertise on social media in the UAE?

The National Media Authority publishes a permit for visiting individuals. It requires the applicant to be at least 18 and of good conduct, is valid for three months and can be extended up to six months in total, and must be applied for through a licensed advertising agency in the UAE.

What are the penalties under the media law?

Article 23 of Federal Decree-Law 55 of 2023 provides for a warning, an administrative fine of AED 1,000 to AED 1,000,000 (doubled for a repeat violation, up to AED 2,000,000), closure of up to six months, and cancellation of licences or permits. Cabinet Resolution 42 of 2025 sets the fine for each violation in its annexed table.

Do I have to label sponsored posts?

Article 20 of the media law requires all advertisers to state clearly in all advertising material that it is advertising. The Executive Regulation (Cabinet Resolution 68 of 2024) adds that an advertiser who endorses a product must clearly disclose any financial return from a commercial relationship with its owner.

Who issued the advertiser permit before the National Media Authority?

The UAE Media Council. The UAE Legislation portal reported on 18 December 2025 that the National Media Authority replaces the UAE Media Council, the National Media Office and WAM in their functions, rights and obligations.
